Requirements :

  • An appropriate B Com Law degree, LLB (NQF 7) or an equivalent, with minimum of 7 years’ experience in legal management and middle managerial level. Knowledge of the National Land Transport Act and its Regulations, the National Road Traffic Act and other related Public Transport Legislation. Knowledge of departmental strategic priorities, Public Service Act and its Regulations, PFMA and its Regulations. Adjudication competency, good interpersonal relations, communication, verbal and oral, organizational control, interpretation and application of legal matters and policies, team worker. Management and supervisory skills, people management and strategic thinking. Excellent legal interpretation skills, good communication, negotiation and presentation skills. Duties :

  • Discharge regulatory functions in terms of the National Land Transport Act and its regulations, the Gauteng Provincial Regulatory Entity Regulations, and other mandatory regulatory prescripts. Head the Provincial regulatory entity and provide high level public transport regulatory services to the Department. Contribute towards the drafting of National and Provincial public transport legislation. Manage, direct, and oversee adjudication of applications for road based public transport. Monitor compliance with relevant legal requirements. Preside over the meetings and hearings of the PRE in line with relevant provisions of legislation. Provide advice to management and executive on transport regulatory matters. Engage with relevant public transport stakeholders for sound regulation of public transport. Manage the resources within the unit and ensure compliance with performance management policies. Provide strategic and regulatory support to the Chief Director. Develop and submit quarterly reports to the Head of Department and the MEC. Ensure effective management of the regulatory unit. Ensure compliance with relevant legislation
