SALARY : R882 042 per annum (Level 12), (all-inclusive remuneration package)

REQUIREMENTS : An appropriate bachelor’s degree/advanced diploma in Bachelor of Commerce
or equivalent qualification in Economics/Accounting and/or Financial
Management. A minimum of five (5) to ten (10) years, preferably in funding
frameworks and policies with at least three (3) to five (5) years of work
experience at the Junior Management level. Extensive knowledge and insight
into the education policies and legislations for public colleges. Experience in
financial management in a government environment will be an added
advantage. Policy analysis, development, and implementation skills.
Knowledge of the policies or legislative framework in Technical and Vocational
Education and Training Colleges, Public Finance Management Act. Good
financial analysis and research skills. Good communication (oral and written)
and interpersonal skills. Ability to work in a team and to work under pressure.
Meet tight deadlines and be target driven. Computer literacy; with extensive
knowledge of MS Word and Excel skills. A postgraduate degree or Diploma in
Economics or Finance will be an added advantage. Willingness to travel and a
valid driver’s license.
DUTIES : Plan the equitable distribution of funding in support of policies for education
and training delivery in the Technical and Vocational Educational and Training
Colleges. Manage models for planning equitable pro-poor funding. Gather,
analyse, and utilise data for the development of national Norms and Standards
for Technical and Vocational Educational and Training Colleges. Research and
analysis of emerging issues to inform the development and the review of
funding norms. Determining required education inputs. Analyse and interpret
emerging and evolving conditions for review of the funding policies where
circumstances demand and/or at certain intervals. Manage the development,
review, and implementation of an equitable funding framework for Training and
Vocational Educational and Colleges. Manage and monitor implementation to
ensure compliance with the funding norms. Facilitate reporting on the
implementation of the funding policy to identify areas for improvement as well
as maintain and sustain best practices. Analyse, interpret and apply both
financial and non-financial data for financial policy development.
